Whereas the Public Libraries Act, herein referred to as “the Act”, requires municipalities to provide library services to its residents; and Whereas the Act requires municipal councils to establish a library board or contract library services with a neighbouring municipality; and Whereas the library boards and CEO’s (Chief Librarians) currently under the Act operate as part of a distinct corporation; and Whereas Library Corporations are not required under the Act to develop Staff or Board Codes of Conduct and are not subject to the Municipal Act or Integrity Commissioner investigations; and And Whereas Library Services should be directly accountable to the municipalities and tax payers that fund their operations and Capital Assets; Now therefore be it resolved that the Province of Ontario be requested to modify the Public Libraries Act to provide greater accountability to Library Services by making Library Services a reporting department of the funding municipalities, thus directly accountable to the municipalities and taxpayers that fund them under the same rules and processes that govern municipal operations.
